Expertise France is France’s public agency for international technical cooperation, operating under the tutelage of the Foreign Affairs and Finance Ministries—and since 2018, fully integrated into the AFD (Agence Française de Développement) group. They design and implement projects in four key domains:

📍 In Rwanda: Strategic Projects & Impact
1. AFTER / AFTER 2 – Vocational & Technical Education

Since 2019, collaborations with AFD & LuxDev to support Rwanda Polytechnic and the Rwanda TVET Board.

Focused on enhancing training quality in polytechnic and vocational schools across regions like Tumba and Rulindo.

AFTER 2 continues these efforts, boosting employability of Rwandan youth.
2. Rwanda TVET Agri

A more recent initiative strengthening agricultural vocational centers of excellence.

Aims to build sustainable, climate-savvy agri-skills, with particular outreach to women and youth.
3. Health Sector Support

Expertise France acts as lead contractor under EU-mandates to support Rwanda Food & Drug Authority.

Assists in meeting WHO norms, improving regulatory oversight for medicines and vaccines.
4. Climate & Budgetary Technical Assistance

At COP28, Expertise France provided €3M in technical support.

The funding enhances Rwanda’s climate-focused public finance reforms and strengthens financial systems toward carbon neutrality by 2050.
5. Digital Transformation (FEXTE)

Through the Fund for Technical Expertise transfers.

Supports Rwanda’s Chief Digital Officers in leading sectoral digital transformation.
