The Rwanda Insurers Association (ASSAR), known in French as Association des Assureurs du Rwanda, is an independent, non-profit organization established on October 16, 1992. It serves as a consultative and advisory body for Rwanda’s insurance industry, aiming to promote cooperation among its members, protect their common interests, and raise public awareness about insurance.
Key Roles and Activities

Advocacy and Policy Engagement: ASSAR advises on national policies to foster an accessible and inclusive insurance market. It collaborates with government bodies, regulators, and development partners to shape the insurance landscape in Rwanda.

Industry Development: The association drives sector-wide initiatives focusing on innovation, market development, and capacity building. It organizes forums and workshops to discuss advancements and challenges in the insurance sector.

Public Awareness: ASSAR actively works to increase public understanding of insurance products and services, aiming to enhance insurance penetration in the country.
Membership and Structure
ASSAR comprises 12 member insurance companies operating in Rwanda. The association is headquartered on KN 48 Street in Kigali and employs between 10 to 50 staff members.
Recent Initiatives

International Collaboration: ASSAR has engaged in partnerships to improve risk coverage and innovation in Rwanda’s insurance market. For instance, its Chairperson, Andrew Kulayige, signed a memorandum of understanding with Africa Specialty Risk and Lloyd’s Syndicate 2454 during a market visit to London.

Gender Inclusion: The association participated in a workshop organized by African Risk Capacity Ltd. and the International Finance Corporation, focusing on promoting inclusive insurance markets that address women’s unique needs.

Regional Engagement: ASSAR’s Managing Director represented the association at the AKI Awards 2024 in Nairobi, highlighting the growing collaboration between ASSAR and the Association of Kenya Insurers.
